The Diplomas of the Polish Minister of Foreign Affairs for outstanding services in the promotion of Poland in the world have been granted every year since 1970. The first Diplomas were awarded to Poles and Polish expats for services to Polish culture around the world. Since 1999, under a new formula of the award, the Diplomas may be granted to any person, regardless of nationality or country of origin, who has contributed to the international promotion of Poland in such spheres as culture, politics or economy. Institutions and social organizations are also eligible. That formula makes it possible to honour all those who contribute to the creation of a recognizable and objective image of Poland in Europe and beyond.
Motions for the granting of the Diplomas (containing basic information about the candidate, description of his/her activity, and substantiation of the motion) may be submitted by Polish diplomatic missions (including Polish Institutes and Consulates General), as well as government ministers, voivodes, heads of central state institutions and department heads at the MFA.
Under Regulation No 11 of the Minister of Foreign Affairs, after the proposals are submitted a special panel analyses all the motions and selects the candidates for the distinction. .
The panel chairman submits the final list of the laureates of the Diploma for approval to the Minister of Foreign Affairs.
